College Incentives Part of New Budget Proposal

President Barack Obama and his wife, Michelle, have not been shy about expressing their views on higher education. This preliminary financial plan includes billions of dollars set aside for educational purposes, and some of the appropriations could have a direct impact on students who are struggling to pay for college.
